I do not think the announcement is that close.
the sell/buy ratios are 2:1 and have been for some time, there is no volume and no interest from the market in this stock currently. In fact its the reverse, stock is being dribbled out into the market
You will see the sell/buy ratios change when the announcement is close. Rarely does a stock, especially speculative stocks, move without someone having prior knowledge and taking a position
