I said it previously on another post related to EXM,
I work as a consultant to the development industry - basically getting approvals for things that devlopers like to build. At the moment I have 3 mines/quarries on the go (two are extensions to existing mine operations).
It will take around 12 months (ABSOLUTE MINIMUM) just to get approvals. So even if they started on all required works NOW for a mine, it would be 2011 before they could reasonably expect to be able to dig anything....
As an example, I am working on a relatively small extension to an existing quarry - identified by the government as a key national resource, set aside for extraction 40 years ago, on a site with relatively few environmental issues (its basically been bulldozed to death, so no issues with ecology, aboriginal archaaeology, threatened vegetation or the like..).
Even a simple project like this has been running for around 2 years now, and I don't expect it will be approved for another 6 months or so.....and thats working on a very fast timetable as we are being pushed by our client (one of the big resource companies)...
If EXM approached me today about getting them approval to dig a big hole, I would tell them to set aside atleast 24 months! AT LEAST!!!!!!!!!!!
