There is the generl perception that Shell would have gone to WPL first to sell their (probably entire) stake.
IMO this is likely to be have been the case. It is also not true to assume that WPL refused. Chances are they could not agree omn (whole parcel) price. So we find ourselves here where by WPL can go to the general market and buy. WPL is in play.
