IO stocks aren't the flavour of the month (at least in the short term) as the market is milking the fears of last year's Chinese destocking for what's it's worth.
longt, your question can be simply answered by yourself.
Will china forgo the only opportunity it has in acquiring (and having the right to do so) from mine-to-port-to-mill of arguably the only significant long-life, low-cost IO resource (much of which still unexplored) that will give it a say in IO price negotiations.
Judging from the odd angry shot from the NDRC against the unreasonable IO price, I would be inclined to think HanLong will complete the deal (however unlikely it would appear in media specualtion).
