I might be wrong, but I think most neobanks do partner with actual banks.
For example if you look at Chime, in the footer of their website it says "Banking services provided by The Bancorp Bank or Stride Bank, N.A". Or if you look at the US version of Revolut in their footer it says "Banking services are provided by Metropolitan Commercial Bank". I just quickly checked those two then, though I think the rest would be the same.
