Maybe in theory the gen Y can have their cake and eat it. But in most cases it is a stupid plan. Buying cheap properties in areas in decline may give you cash flow but as time goes by the gap between where they want to live and the properties they own widens. Tasmania is a lovely place but is in terminal decline. Cheap is cheap for a reason. Know of some gen ys in Perth that have bought real cheap inner city units, lived in them, comprimised their standards but got a hold in an area they want. After couple of renos and moves up they are in better properties and have not paid capital gains tax. Many ways to get what you want but also lot of ways to stuff up.
