I think the IMF does own 400 tonnes of gold - that gold was paid to it some years ago by Mexico in settlement of Mexico's debt.
But that's all it owns outright.
As you say the rest still belongs to the various nations that have given it for IMF use - NOT IMF ownership.
Also I think from memory that the IMF needs the agreement of 89% (?) of the contributing nations before it could sell any of the rest. I'd reckon that's about as likely as a snowball in hell.
