i think that's actually good news that everyone didn't subscribe. there is less dilution and less pressure to sell. ipl will be rerated very soon once everyone realises this. and they have all the money from institutions to fund their acquisition of Dyno Nobel.
again i believe this is bullish in the short term.
i expect some weakness to persist in the medium term.
long term looks good however... but so does everything else.
go in for a short term trade i believe.
