Yes you could be right. I think the Australian diplomat shooting his mouth off to Filipino media after lunch earlier this year about a “near done deal” on Subic Bay is what has sidelined this ever since. These foreign affairs guys just cannot help themselves after a Chardonnay and a lobster meal, and Duterte isn’t willing to be upstaged by anyone.
