    How do you know if anything has been a failure it looks that way but we are all in the same boat just guess work either you are for or against.
    The only thing I know for sure is a failure is the SP for reasons unknown.
    As for the plant it has nothing to do with the higher prices at the time it has to do with the cost over run with the tenderer selected that is why it is harder to select the right tenderer.
