How can we raise further funds when approx 17m shares are worth...

How can we raise further funds when approx 17m shares are worth $170000.With this companies cash burn rate eg staff wag es for a month would need 34m shares or over 400m shs to pay them for 12 mths,With well over a billion shares already we are only worth $12m and we all know $12m isn,t going to last 5minutes so to raise further money (say for example)another $12m we would need to issue the whole of this companies share registry taking us to approx 3billion.No I think this golden goose is well and truely plucked.Even if they tried a sh consolidation (often done when registries blow out)for example 1/10 that would see us only worth 10c/sh (on a good day)One thing I can state for certain is we,ll never have to worry about a super tax ..
