@watercooled: thats right mate. they are allowed to transport! they only need a permit for every single transport. Its the same with golf: if you have the "license" for playing golf, you still need to go to the counter and pay greenfee to get a starting time. its nothing special.
From mind: a transportpermission for a concrete transport needs one week by AELB. Its common and a formality...
