My guess is that the permit would detail a lot of information that would make it easy for protestors to set up their protest.
For example, if i have to have a permit to ship and transport some goods, and that permit says the port arrival location, the date, the route on land, etc etc... It is a gift for the protestors.. Possiby giving them weeks to prepare for it...
Once announced, the permit details may be demanded to be disclosed... So why put up the flag beforehand ?
