I cannot find the M'sian customs procedures for importation of rare earth concentrates on the Internet. What is available though are the customs procedures for importation of steel. For steel, there are three available methods to obtain the Certificate of Approval (COA). As per the weblink. The flowcharts on pp 12-14 save a lot of reading.

Would it be reasonable to expect the customs procedures to be similar for rare earth concentrates? If so, then the verification and sampling will be carried out at the port of entry (Gebeng) by the relevant authorities. If not, then there are other procedures I have missed on the 'Net.
