SS, I think the confusion is between an "import licence" and an "import permit". You have to have a licence, and then apply for a permit for each shipment - seem to recall something a while back about each permit taking about a week and being pretty pro forma.

Apart from TOL, Lynas must also apply for a separate import licence to bring in the raw lanthanide concentrate from Mount Weld in Western Australia.

"Although AELB does not determine when Lynas can bring in lanthanide, it will be continuously monitored. AELB will monitor the operations throughout the tenure of the TOL and Lynas would be required to apply for a permit for every consignment of rare earth concentrates shipped into Malaysia."
As of yesterday, Aziz said AELB had yet to receive any notification of a dry run or an application for import permit. ... *************************************
AFAIK, the permit should be a given and wouldn't require notification
