I'm all for MML building up a bit of a cash cushion, but I think beginning to pay dividends again (even if only a small one) should be its first priority.
I think paying a dividend says a lot about a company's management and its respect for shareholders. And I think for the share price to start surging up again the management needs to win the share market back over with a small dividend.
