If an Act is to be passed - then a majority of both houses is required (i.e. a majority in the house of rep (76) and a majority in the senate (also 76) ). Given no party holds a majority in the senate, the bill would need to be tweaked to pass through the senate regardless of whether it clears the reps...
I presume the bill people are speaking of pertains to the regulatory framework that would need to be established for the NBN Company.
