Well actually it is. You gotta understand that the majority in Parliament, even if it's only one seat, call the shots. This would certainly apply to either side getting a deal with the independents and any corresponding NBN/no NBN deal, ie they would work out what policy should go through BEFORE agreeing to join forces for the 76 majority.
On other occasions a standing government might fail to pass legislation (rare in the lower house) because someone 'crosses the floor' - votes with the opposition.
There is no way this would happen with the NBN, they're settling in for a (too) long talk-fest on who is offering the best deal
The whole a things a pain in the a..., lets just have another election! Or we can just watch the local market compete with the DOW to see which goes down faster!
