Basically no. Whoever has the majority calls the shots (with possible tweaking in the Senate, Greens are pro NBN though)
If the Libs can get the 3 Independants on side, their version will go through - again depending on passing the Senate.
Bottom line is whoever has the 3 Ind. on side will determine the subatance of the broadband network - the rest are just 'opposition'
