Not capital raising IMO.
IMO Insiders would have sold down to get in at a cheaper prices if capital raising... But share price increased quite substantially. Investors were buying - not selling down.
Something good is coming I think.
Might be a half thought idea that doesn't hold true for all cases, but just my opinon.
