You raise an interesting point about the "learning cycle". In my reading about Nuclear from other angles not Australian there pervades an underlying theme. It has often been agreed that as a "workforce" matures things get built quicker. I think we can all agree that you can get smarter and quicker at repetitive tasks.
Now that we are building that workforce & engineering (being miners per se) its the likes of Snowy & Genex that will be a huge asset to Australia if we can retain them here.
Going back to the nuclear industry the drain of skilled workers or Engineers explains to a large degree why Nuclear remains an expensive foray.
If the Govt builds them what happens to the workforce? Private Investors will never build them.
