OZL management could immediately check whether the Roxby railway line is to be public access or owned by BHP. If the line is only accessible by BHP then an immediate approach to BHP offering to fund some of the cost may be beneficial to gaining future access. If it is public access then volunteering cash to help with the line and get the necessary siding etc. near Carrapateena may help ensure the 'siding' is constructed in a more 'cost effective'and timely manner.
OZL management may also do some sums about the viability of their own uranium processing equipment. Then also offer some money towards the BHP expansion.
Carrapateena 'will be/may be' a minnow alongside the Olympic Dam pit. But BHP is about making money; helping them may help OZL.
IMO nothing speaks louder than cash! In the least it may gain OZL some access to the BHP planning teams; this access my allow OZL to ID opportunities for symbiosis. OZL will not wish to be seen as a 'time wasting minnow'. They could at least standardise their emergency procedures with BHP. They could standardise their 'worker qualifications' with BHP; this could allow better access to trained workers for both companies.
