As you suggest, there's an inference that one can draw to conclude that the airport authority in Qatar initiated and (mis)managed the entire search process. Qatar Airways would have had little to no choice in complying.
As for federal minister King's decision, I'm drawing the inference that although she directly claims "No one issue swayed" her decision, she clearly got a little justice for the girls
