when kerr acted, the senate was blocking the passage of the budget bills, and the government was running out of money. there is a bit of a problem, if the government cannot pay wages..... the country grinds to a halt
the abbott government is simply going about doing, what it said it would do during the election - which included stopping the boats - and the repeal legislation for the carbon tax has passed the lower house.
