There seems to be an underestimation of the significance of being shortlisted . You think there wont be other k -coals lining up to participate in a tech like this subject to the success of CDP and its funding etc . The great thing about subject to's are that whilst allowing parties an out , they have an uncanny knack for closing deals in an unassuming and subtle manner . The more subject to's we have on successful CDP and grant with then a commitment to CSP, the more likely the Gov't monies will come and in turn they will cause each other to occur.
