The sobering paragraph in the article is:

"The German lignite industry has developed a pilot project for lignite pelletisation and is now setting up the world’s first $24 million pelletisation plant."

This is interpreted as - if Australia muddles along for long enough, as it usually does, with our "invention" of a new technology then we will all miss the boat. "The German lignite industry has developed . . ." while the the "The Australia lignite industry" contemplates its collective navel and then . . . . oh it is all to hard we have to import from China. Very frustrating!!
