Basically decides whether the project is viable and how it will be done. This is shown to financiers etc. Companies will only do them if they are fairly sure the project is going to be profitable as they are extremely expensive and time consuming.

ARH hasn't been hard like a lot of other IO hopefuls, $1.50 is likely on the cards IMO. Remember it had a quick run from the $1.50 range to $2+, it could easily retrace in these times.
