    Maybe to help younger people, and move focus away from houses, government can remove assistance for housing and the equivilent money can be used as tax credits for profits on start up businesses. eg. first $200k-$300k of profit on a new business is not taxed. It is not free money, as such, but a reward for success.

    This may redirect focus of investing to stimulate more than just housing. Innovation even. Broaden the economy perhaps.
    Perhaps new cafes should not be permitted
