It has been the bureaucracy and the people of greens persuasion that set this formality in place, other words people in parks and recreation and other areas like this advise bureaucracy on all this and they are of greens tendencies to be so actively involved in this area, not that its a tick against them in that fashion, but their views have creep into policy on advisory.
So when you go and apply for a permit to do some back burning or some future control ground buildup burnoff the paperwork is so out of control you really need a lawyer to interpret all the conditions and laws, so most people say it is not worth burning any more.
All this that is happening has been decades in the making, you could literally say stoking the fire and is tragic to see the events that is happening across the country now and I do hope that all sides see the needs of proper ground vegetation control.
