Many area's were on the brink of insufficient staff prior to Covid, so the mandates just aggravated the problems and in some cases made the systems unworkable
So it can be said that mandates were responsible for the staff shortage
Especially when you consider that the mandates were not introduced as result of a medical necessity but for a political expediency
