Kipper01 - well the ACCC indicate they were given assurances previously - the fed.Govt. (it's hard to refer to the Govt. with a capital"F"), appears to have been politicing, perhaps not taking advice from their dept. heads (pity we don't get Dept. reports/recommendations given to the Minister of  energy), Govt. choosing to take on pressure groups wants instead. The certainly appears to be something stalling the process.

Perhaps majors landbanking until the last moment - keeping prices high?
