IF they are "connected" and nobody knows about it then it gets around any % holding restrictions. There are, for instance, past connections between one of the three sub-underwriters of the $2.50 raising and COW (one of them used to be a COW director or employee), and that person and one of the others used to work together, but not at COW.
But they probably aren't. They weren't shy about announcing their concert party to everyone when they had to.
