Punishing people because they have an innate immutable fear is hardly the stuff of modern society. It's no coincidence the street protests have coincided with the increased availability of vaccines, leaving no where to hide.
Govt and corporate policy appears to be trending towards reward models, rather than retribution...... carrots instead of the stick.
