I've been told that they aim to get them sorted by year's end, mainly for three reasons: one, the SI Government needs money, and need some quick; two, corruption is a major source of tension among the people, including those landowners; three, the IS Goverment is due for re-election next year.

My sources are definitely reliable, and they have skin in the game too, and they are definitely NOT selling. Of course, they could be wrong. But I am very confident that getting licenses is not a matter of if, but when.
