Firstly, I don't know if Abbott would have come up with the no settlement in Australia policy but Rudd did and it is the main reason the boats stopped coming. It was that effective that Abbott kept the policy.
Second, in the lead up to the 2013 election Abbott promised he would fix the debt and deficit emergency/disaster as he would call it and promised to do so with not cuts to education, health, pensions ect. As we know he blew that promise.
Then over the next two budgets Abbott and Hockey put up a number of measure to address the budget, just about all the important one never got through. Turnbull however has since managed to get quite a few of those measure through
