Howard will only repeat what George has told him to say;a N.Korean vessel could possibly get to Burma without entering International waters if it kept inside sovereign waters of other countries.No doubt they have a plan as to where they intend interception.The country of destination I assume is Iran. A submarine could transport biological weapons,but it is missiles they are looking for but are not saying.
