I am not an expert but does this make sense...
If we buy on the open market we are just buying and selling from each other. If we buy at SPP then COK has to allocate more shares and the balance is shifted (not by much but still shifted) toward the individual share holders. In other words, it seem like for the collective good of the individual shareholders that everyone should buy as many shares as possible through the SPP plan - even if it dips below 4.5 - because it is the only way to grab back some equity from the institutional guys.

Maybe PSI81, Pitsinianika or some of the other more knowledgeble people could weigh in on this.
