Simplistic and naive but i'm sure it was also well intentioned.
Perhaps you could enclose the coal mines and their power stations in their own ecosphere as you would enclose the wind turbines in a bird cage? That way they might contain their own filth for another time, much the same as nuclear waste is saved for another era to deal with.
