Individually you wouldn't consider wind, solar and hydro as "baseload".
However, in the aggregate, and with baseload gas and peaking gas powergen making up for their distribution inconsistencies, I believe you can.
It'd be a pretty clean and dependable system maximising the 3 renewables with gas powergen.
The greenies trying to kill off gas just dont get it.
