Yes. He claims to be acting in the best interests of unit holders. But he isn't. I think he'd better understand the interests of unit holders if he was one himself.
As an outsider it would seem to me that not being bankrupted would be more important than seeing building of a road through to completion. Rowe sees things differently, but then it isn't his arse on the line. Yet.
