I would suggest the problem is not so much with Windows 8 but more likely to be caused by Window Explorer. North Korea may be experiencing problems if they are using IE8 or later version. I suggest they switch to Chrome or Firefox as these browsers seems to be more stable. I am sure that they will find that waging apocalyptic nuclear war will be less frustrating and they will experience far fewer glitches and overall they may find destroying the western world will be a much more pleasant experience by using these alternate platforms.
