The cost overruns everywhere are correct- its bedevilling everyone- suppliers can name their price when demand exceeds supply capacity, and do. This is a bit temporary as high prices attract more supply capacity with time. This gouging will ease back somewhat in a few years. With the HC connection and their specialty- a lot of the plant could be built in China and sent by ship and rail to within 400k of W. Costs would no doubt be competitive.
