Yes, and when times are tough and coal producers may be making losses, there's no 'refund' or a temporary halt to pernicious royalties.
But hey, Labor Governments need to hire an extra 20,000 public servants to keep the first preference votes up. Who cares about coal miners, contractors, associated benefiting small and medium sized businesses and coal company holders?
