Your NYP article claims "Robert Mueller wiretapped former Trump campaign boss Paul Manafort."
The FISA warrant to investigate Manafort was initiated back in 2014, when he was being investigated for acting as a foreign agent. Trump had not even announced he was running at that point.
The warrant was reinstated in 2016 when he was discovered to be again peddling influence on behalf of his Russian clients, this time to the Trump campaign.
Fun fact:
Mueller retired as FBI Director in 2013 and was in private practice until appointed Special Counsel in May 2017.
How did he order the wiretap on Manafort?
