All we can wonder which is the appropriate word to use is...
Either he overlooked and misinterpreted what was needed to obtain TOL or this was a planned scam from the beginning.
I may be misreading all what happened and certainly hope so as I am probably stupid to keep holding my stock.
This is certainly going to be my last learned lesson!!
