Speaking of relocating overseas, in attempting to establish yourself as non-resident for tax purposes, making sure withholding tax is taken out on your dividends should be the least of your worries.
It's basically not on the list of factors in considering whether you have a permanent place of abode outside Australia (which you'll probably need to be considered non resident).
