I'm no tax expert but I don't believe this applies to withholding tax as it applies to dividends as in this case but I'm happy to be corrected.
The reference you provided indicates the foreign tax offset applies in cases where foreign income tax or capital gains tax has been paid which seems not to apply to withholding tax on dividends.
