Interesting read.
Its been happening with projects that have lacked development progress. The government wants projects to move forward so they can get their taxes and boost their own economies.
I don't thing the govt in this instance acted unreasonably.
"A desktop scoping study" hardly seems to suggest that development progress was actually being made.
Drill, DFS/BFS, ongoing engagement with the government, payment of RAPs clearing of sites is what I would consider tangible progress.
A desktop scoping study sounds like a bit of hearsay...
