I think I read somewhere that the Mining Minister was going to address the issue of using local Tanzanian bank services to include international banks registered in Tanzania. I think the commentary mentioned that some amendments to the Mining code may be needed but that they were amenable to those sorts of changes IF there was a demonstrated need and the existing drafting provided unnecessary limitations without much benefit. No source to hand unfortunately but the statement was proactive and positive from my recollection.
