Who cares if they use a portable concrete mixer for what ever concrete they need at this point in time.
They are still bending the reinforcement and making form work - they clearly don't need much concrete yet.
And even if they do use portables to make the concrete - its a third world country things get done differently over there. Just sounds like a bully making fun of the poor kids because they don't have the best gear.
Who cares if they use a portable concrete mixer for what ever...
